The article investigates the relationship between territorial regeneration and migrant reception in Italy’s inner areas through a qualitative multi-scalar approach combining policy analysis and empirical research. By tracing long-term processes of marginalisation and the persistent misalignment between SNAI and SAI, the study highlights how selected local practices generate forms of social innovation that link place-based development with diffuse reception. It argues for reforms integrating territorial development, community-based welfare, and reception as drivers of cohesion.
