With Regional Law 65/2014 Tuscany promoted joint urban planning among small municipalities. Barberino Val d’Elsa and Tavarnelle Val di Pesa developed an Intermunicipal Structural Plan, later unified after their merger. This paper, based on direct involvement in drafting the new Municipal Operational Plan, analyses the limits and opportunities of participatory planning, with particular focus on the role of children.
