This paper aims to critically examine the reform initiated by Ministerial Decree 77, which outlines the territorial reorganization of healthcare provision in Italy. The analysis retraces the trajectories through which the issue of power emerges in organizational studies and psychology, and it proposes a field of convergence between critical organizational psychology and critical community psychology as a potential space for consolidating both the concept and its interpretive categories. Applied to the ongoing reform and read through the lenses of critical approaches, the concept of power reveals possible risks of the reform failing to achieve its stated goals. Based on this analysis, the paper offers insights for community-based research aimed at supporting local systems.
