Although the importance of metropolitan phenomena is generally acknowledged, little is known about their institutional definition. Drawing on the outcomes of the ESPON COMPASS and METRO projects, this paper compares models of metropolitan governance in Europe. They are classified according to four variables: (i) the institutionalisation process, (ii) the institutional form, (iii) the search for coherence with functional phenomena, and (iv) skills and instruments.
