The "network model" is among the most responsive to the needs of small businesses to help overcome structural deficiencies in production systems and the development of territories by allowing interdependence between stable and governed enterprises. This organisational model facilitates the optimisation of the knowledge possessed by the individual network nodes and the sharing of relationships thus improving the competitive position of businesses in a time of strong economic crisis. On these conceptual foundations, Law 33/2009 in force since 2009 has had very positive feedback: at the end of December 2014 1,927 Network Contracts were signed, involving 9,812 companies, an increase of 37% compared to 2013. At a mesoeconomic level, our analysis is an attempt to cross the paths of local development; the particular characteristics of the regions with the creation and the development of the network contract. The paper stresses the importance of the territory and local development policies in use under the network contract and shows how the model is affected, often positively, by regional sector specialisation and by the level of local development.
