In the European context, Veneto is characterized by a strong innovation propensity, despite it occupies a backward position considering for the variables that are traditionally considered important to support firms’ innovation. Based on the results of an empirical research on small and medium sized manufacturing firms located in the Veneto region, this article addresses such an apparent paradox and explains it exploring the peculiarities of the innovation process of these enterprises, which make up a great part of the industrial system of the region.
