The essay describes the Milan plan and its main issues (the "pragmatic reform" of the previous plan), with particular reference to the three automatic equalization mechanisms: equal treatment of transformations and the existing city, functional indifference, and liberalized transfers of development rights. The paper focuses on the amendments made to the plan before its final approval: quantities (drastic reduction of development potential) and qualities (rights landings, new incentive mechanisms), as well as the issue of the "unique index", which is not adequate when applied to the existing urban areas (indifference to the different contexts), which, in the case of the city of Milan, has a limited case history.
