For twenty years, since the beginning of the ina-Casa plan in 1949, a strong tension enlivened the political and disciplinary debate in Italy. The design of new neighborhoods opened a reflection on the expansion of cities, whereas the qualitative and quantitative dimensions of public and collective facilities were integrated, in order to answer to the needs of a changing society. In addition to the contribution to the drafting of the decree on planning standards delivered in 1968, the methodological approach of what can today be interpreted as a cumulative practice of building tools, projects and welfare policies appears even more important. In this reflective practice, social investigations, the production of ‘manuals’, spatial solutions and the critical reading of their outcomes, the formulation of new techniques and procedures are essential and interrelated steps.
