The importance of Civil Protection Plans, as useful tools for risk mitigation and for the organization of interventions during emergencies, is a consolidated issue in literature. The prevention activities, focused on defining expected risk scenarios, actors involved, intervention procedures and the necessary and available resources, are an essential prerequisite to ensure a quick and effective emergency response. The paper describes a data form tool designed by the authors with the aim of analyzing Civil Protection Plans. The form in this experimental phase was tested on a sample of 10 Plans. The final goal is to provide an analysis tool useful for assessing those Plans components that require an improvement and to guide their revision towards a major incisiveness.
