Regulatory reform is now a very common and general priority of political agendas, because regulatory complexity is a typical trait of a modern social system. Regulatory reform has become a political goal also in Italy and, to hit the mark, AIR is a very useful instrument. To be successful, AIR must be treated as a long term political objective. Legislative drafting studies and feasibility analysis (analisi di fattibilità) complement AIR but are not the same thing. While LDS could be used only to solve formal quality problem of regulation, and feasibility analysis applied to administrative inefficiency, AIR is a more complex and inclusive tool, that must also encompass the consideration of non regulatory or quasi-regulatory options, as well as of regulatory effects on business and citizens, by means of consultation and quantitative techniques.
