In their last work, Capitale senza capitale. Roma e il declino dell’Italia (Rome, Donzelli, 2013), Romano Benini and Paolo De Nardis keenly analyse the many strenghts and weaknesses of Rome and, thanks to the many similarities, even of Italy , a Capital city living a constant contradiction between fertile opportunities and missed potentialities, and give useful suggestions to stop their decline and begin to "reconstruct the welfare", to be intended as a synergistic growth of economic, social and cultural capital.
Keywords: Crisis, social capital, public policies.
