This article aims to provide a theory regarding educational training for those professionals seeking a new model of generative welfare. Since education is an important tool in promoting a cultural change, one should give utmost importance to the organizational context. Apart from this, one should also consider the evolution of the welfare services during the last decades; this is essential if one is to propose a change towards a new model. The article describes the relation between the professionals’ identities and the organizational and social contexts. It also emphasizes the importance of giving more importance to the experiential aspect rather than limiting itself exclusively to knowledge based on new information or to a reinforcement of technical and professional competences. This essay tries to evidence some "organizational and cognitive routines": this less than comforting outlook on reality is preferred to other kinds of interpretations. Ultimately it is the starting point for building new conceptualizations
