The essay reconstructs the interplay between politics and economy at the origin of the crisis of the First Republic. Through the analysis of the banking system, the author focuses on the interaction between two key issues: firstly, the external constraint of reform created by financial globalization and the process of European monetary integration, and secondly the moral delegitimization of the public sector. Both factors proved themselves crucial in the reordering strategy of the Italian "economic constitution" - an irreversible process yet lacking a clear political and institutional planning.
