The Author, having outlined the essential features of the financial crisis of 2008, from the first public bailouts to the implementation of the Banking Union, highlights the incompleteness and criticalities that emerged in the pre-pandemic banking crises, with the substantial non-application of the bail in and the re-emergence of the public intervention; it then takes into account the Union and national measures, notwithstanding state aid, in support of the banking system in the latest pandemic emergency, which seem to consolidate this new centrality of the state in the banking market; finally, he outlines some possible scenarios and tools to deal with post-pandemic banking problems, as part of a broader review of the public-private relationship in banking resolution.
