On a Framework Law for Italian Agriculture - Like all other industries, agriculture is increasingly subject to globalisation. The traditional organisation of the sector needs to be changed within a renewed policy environment. The framework law for Italian agriculture has to promote a new policy paradigm, aimed at increasing social and economic cohesion, defending and diversifying farmers’ incomes, while protecting the natural environment. Action must be taken to enhance competitiveness, quality and rural development through new, more effective, efficient and fast-acting policy tools. The traditional, uniform support provided with price policies must be abandoned, and a new, more selective agricultural policy devised, aiming at differentiated intervention according to the peculiarities of the different areas, on the basis of the subsidiarity principle. This new model must be built on a contractual approach, i.e. public administrations need closer contact with the beneficiaries of interventions, so that they can identify desirable behaviours and recognize their own corresponding obligations.
