The essay argues in favour of an evaluation of public choices which takes into account their consequences on the mental representation actors have of the choice options they have and on the evaluations criteria social actors adopt while making their individual choices. It is a relationship which, before belonging to political theory, is pinpointed by social sciences like economic and social psychology. La rationality of social rules which promote, defend and maintain the commons is interpreted in the light of the knowledge these disciplines offer. The problem taken up is to what extent the evaluation of commons which is implied by public choices is in fact consistent with the one which guides real actors.
