US screening international financial transactions - The June 2007 agreement between the EU and the US on monitoring financial transactions points to a new way of writing international law. The attached letter procedure does not establish an agreement between two sovereign powers. There is only one party, the US administration that reasserts its right to dispose the personal data of Europeans. By way of compensation it unilaterally grants formal guaranties which it can one-sidedly change or suppress. The Us executive thus directly exerts his sovereignty on European populations.
