Cosmopolitan Europe: Reality and Utopia - In this article the author describes how the contemporary model of Europe should be reconsidered due to the absence of a political narration that substantiates it and of the instances that have originally justified its presence. The European Union is based on the history of "no", on denial rather than on statement: Europe is not a State, is not a Nation, is not an international organisation, and so on. Due to this identification based on denial, the European Union is a political body that is incomplete and unknown by its own citizens. Still today Europe must be conceptually understood and is at the status quo the last political utopia that has survived. In order to overcome this impasse it is necessary to move towards the conception of a cosmopolitan reality of Europe. The author focuses on this shift. He discusses how this new approach is essential to understand this unique historical form of international community.
