The NAMEA Approach for air emissions and wastes applied at regional, provincial and municipal levels - In this work we present an experimental application, for atmospheric emissions and waste, of the hybrid flow NAMEA matrix for the Piedmont Region, the Province of Turin and the City of Turin. The need for applying environmental accounting modules at local level is justified by the different (more operational) way this kind of information may be used by those users who are responsible to put in action policies at sub-regional level. The first condition to be met in order to apply environmental accounts at local level is to have reliable and timely-available datasets. For the economic part of NAMEA, archives that combine statistical and administrative sources (ASIA) are used. The quality of information is assured by the national statistical office standard procedures. The environmental part related to air emissions is compiled by using the regional air emission inventory: although using a EU validated procedure (such as CorinAIR), the linkage with the territory is very closed. Some re-classification steps are necessary in order to apply the economic sector-NACE classification. The environmental part related to wastes is compiled by using the waste data catalogue whose data are readily applicable to the NAMEA-type framework, even if some disaggregation is required. It is thus shown that it is actually feasible to compile environmental accounting modules (not limited to environmental expenditures) also at a local government level, including the municipal level, and that the compilation can rely on already existing databases. The paper also discusses the methodological implications stemming from our applied study. The data resulting from this application could not be integrated with those compiled by the national statistical offices: some principles necessary from the SNA perspective are not anymore applied to a local context, and the fact of using bottom-up collected data instead of top-down estimated data creates some discrepancies.
