The essay identifies some relevant perspectives to the government of river basins in the renewed relationship between basin planning and comprehensive town and country planning. The projects underway in the Italian river basins allow to define at least two driving forces: An extension of the role of river basin authorities, according to a widespread need for social legitimacy, and a greater consideration for the actions at the local scale, usually associated with strategic options for territorial development.
