Object of this paper is the examination and analysis of two cases of community development in two "weak market cities": Detroit and Pittsburgh. Following a synthetic introduction to the origins and evolution of the so-called "Community development industry" (Cdi) in the Usa, the paper presents the function, culture and initiatives of actors belonging to the Cdi in the two cities. In the conclusive remarks, the author criticizes limits and inchoerences of a market strategy in the treatment of "deprived neighborhoods" in "weak market cities".
