The globalisation of markets has produced significant institutional effects, such as the loss of souvreignity of national States due to the asymmetry between the traditional State type and the international dimension of markets. At the same time, with specific regard to the Italian situation, the reform of the EC agricultural policy and the reform of Title V, part II, of the Italian Constitution, which delegates all responsibilities in the agricultural sector to the Regions, have occurred, almost simultaneously, at European and domestic level, respectively. Hence the need arises to amend the provisions and rules governing public intervention in the agricultural sector through the implementation of contractual models, which will permit overcoming difficulties in the application of rules that are not widely and generally accepted and that fall within the responsibility of a number of different entities, such as the responsibility for GMOs-related issues.
