On combining administrative and survey data at the local level Objectives This paper proposes an approach for combining two different sources of data, an administrative archive and a sample survey, available at the local level. Both data sources regard the municipality of Milan: one is the sample survey on household expenditures conducted by the Milan Municipality and the Chamber of Commerce of Milan; the other is the data warehouse AMeRIcA which combines administrative records from the archive of the Milan Revenue Agency with those from the archive of the Milan Registry Office. We investigate the methodological issues of the linkage process concerning these two data sets. The data linkage aims at enriching the information separately stored in the two data sources. Methods and Results We adopt an almost-exact linkage procedure which consists of applying various decisional criteria in order to establish when a pair of records should be linked. An advantage of this procedure is that it enables to detect the discriminating power of the various linkage variables compounding the decisional criteria. Our findings confirm the feasibility of this kind of data linkage. Conclusions In this paper, we have focused attention on the methodological side of data linkage. Future research will be devoted to exploit the information collected in the combined data set. Linked household records are now endowed with information on demographic characteristic, income and expenditures. This may allow for more detailed statistical analysis concerning household living conditions. Furthermore, considering that all municipalities have access to administrative sources used in our linkage exercise and many of them conduct their own expenditure surveys, our results may represent a basis for comparison when other municipalities attempt to conduct similar linkage exercises.
