Italian Governments have been often proposing a national energy policy; the effects have been seldom significant. Recently, the Italian Government suggested a paradigm shift from "energy policy" to "energy strategy", although contents and methods of the energy strategy show the same limits of the previous insufficient policies. This article critically discusses the reasons of the failure of the previous energy policies and the sterile debate on the new energy strategy. On the contrary, the paper underlines the methodological pathway for a successful policy: more specific measures; cost-benefit analysis to identify trade-offs among alternatives; a clearer definition of the precedence among main goals; the role of different institutions. The challenge of rapid changes in geopolitical, economic and environmental contexts makes this effort on methodology even more important. Furthermore, focussing on the main goals of the energy policy, the article identifies four areas (environment, competitiveness, security, economic growth) and suggests how some specific measures can contribute in achieving them.
