The author suggests some reflections on the birth of the concept of local development planning. He believes that the concept is relatively new and attempts to show how his evidence, still incomplete, has led to the definition of some scientific contributions on its meaning, which refer primarily, he thinks, to the planning and policy government. The author, in this regard, primarily distinguished three historical periods of evolution of the concept: the autonomy, the birth of local development system, the rise of localism, and try to describe them. His ideas are developed through some legal and historical traces within two centuries, the XIX and the XX. The work is done through a brief overview of the most representative scientific contributions exciting in the period under review.
