This work is aimed to demonstrate that professionals’ instances and citizens’ needs are strictly connected to improve actor’s capability. The rationale is developed through a careful examination of the notion of help and a precise evaluation of needs as a social product. In this way the user’s condition becomes central in the substantial definition of citizenship.
