The article points out that social work in Italy has to deal in a more explicit way with the processes of design and implementation of social policies in changing political and organisational contexts and the analysis of its own role within the new scenarios in order to understand how paradigmatic shifts in social policy development shape social work practice and how social work itself is involved in policy making. Special attention is given to the key issue of professional discretion and its significance in the attempt to contrast the marginalization of social work from the policy arena.
