The Common Agricultural Policy is a very significant component of the European Union policy at territorial level. It is based on two pillars each financed by a different Fund: EAGF and EAFRD. Given the different administration of the two Funds, an overall evaluation of their action at local level has not been yet available. The First Pillar is in fact designed and managed at central level and only the payments are paid at Member State or Regional level (in Italy through AGEA or the correspondent regional paying agencies). On the other hand, the Second Pillar has a regional design and management. The aim of this paper is to measure the overall CAP expenditure actually paid in the five years period 2008-2012 (cofinancement included) in the Italian Convergence Regions. The scope is to know and compare the expenditure levels in terms of evolution through time and distribution on the territory.
