On the basis of documents recently made available from the archive of the “Ufficio per le zone di confine,” established at the end of 1947 within the Presidency of the Council of Ministers, this article aims to examine the genesis of the governmental policies aimed at the resolution of the ongoing diplomatic dispute with Yugoslavia regarding the territory belonging to Venezia Giulia. The principal object of investigation is the flow of funding by the Ufficio, which was earmarked for the community in exile in Trieste and those living in Zone B of the Free Territory of Trieste who, through intermediaries such as the National Liberation Committee of Istria, were subject to a radical politicizing process until 1954. The reconstruction of capital spending destined to the Istrian cause makes it possible to highlight the central role played by this question in the context of international disputes.
