This article has two objectives. From the theoretical point of view to think of a tool to analyze the effects of the creation of Social Capital and the creation of networks mechanisms between economic operators. From a Europe Union policies (Leader approach, Axis 4 of the Rural Development Programme), accountability point of view, the main question concerns the analysis of the activity of Local Action Groups (LAG): action to stimulate participatory processes qualitatively and quantitatively adequate compared to the complex of the adopted policy. We use the Burt definition of social capital - social capital as a location on the network -, we use the Coleman’s boat analytical framework. The methodology used is the Social Network Analysis (SNA) both in the two-mode network approach, that connects actors and events in which they participate, and in onemode network approach, that allows us to evaluate the brokerage activities of the individual actor in network of LAG.
