The aims of the paper is discussing the contribution to the complex process of drafting the Italian decree on planning standards made by two travel reports carried out by Antonio Cederna at the beginning of the 1960s in two European capitals. These two reportages focused on the system of public equipment and open spaces designed and produced in Amsterdam and Stockholm since the Second World War. The attention and precision used in describing the two experiences, as well as the careful approach to dimensional and phenomenological characters lead to recognise the role of implicit manuals to the two reports.
