Outsourcing is a kind of production and labor organization that has expanded significantly in Brazil and all over the world in the last decades. In spite of its widespread expansion between different categories of workers, a series of criticisms and actions against its expansion have emerged in the country in the last years, either through lawsuits and the mobilization promoted by some trade unions against outsourcing and its effects on workers conditions, or yet by the expansion of intervention of institutions such as the Labor Public Ministry and Labor Court in combating illegal outsourcing. These actions led, in some cases, to insourcing and resumption of outsourced activities, but in other cases, they led to new forms of hiring the workforce, such as those performed via joint ventures. This paper aims to understand the impacts of this kind of workforce management for trade unions and workers of a large Brazilian steel company.
