The 2014-2020 Cap aims to address environmental and climate change objec-tives through the following main instruments: cross-compliance, agri-environment-climate measures in the rural development program and "payment for agricultural practices beneficial for the climate and the environment" (the so-called greening) under the first pillar. In particular, the last instrument represents a novelty of the current Cap, but after only two years it met with some criticism from the European Court of Auditors for not being environmentally effective. In the present paper, after a preliminary description of the three instruments mentioned above, particular attention will be paid to the critical observations raised by the European Court of Auditors on the greening, especially in order to better understand the reasons that led to the formulation by the Commission of a new proposal for the Cap 2021-2027. This proposal aims at eliminating the green payment by reabsorbing its agricultural practices in the area of cross-compliance.
