The reconsideration of the principle of efficacy of urban planning allows to explore the perspectives of urban planning project in a much more process-related dimension. This hypothesis is confirmed by a case study involving an area of strategic transformation in Naples; a former military area whose regeneration may trigger important effects in terms of development of the city’s western area. This case study aims to demonstrate the efficacy of an innovative approach to urban planning based on a vision and supported by a process of public participation.
