The role of education and training professions in the international cooperation is the object of this paper. The aim is to investigate how to combine Human Development with Learning in this field of work. It is not an easy task as regulations, job opportunities connected to higher education programmes, the labour market as well as the professional units and roles are still not clear and not properly defined. International solidarity needs human resources adequately professionalised; the educational and training dimensions are implicitly and transversally embedded in the development actions and cannot be considered relevant only in educational projects. This paper deals with these challenges and can be deemed an attempt to define productive processes, areas of activities, educational competences that are required to the Human Development Operators by referring to different disciplinary areas. It implies to consider the professional role of educators and trainers working in the international cooperation.
