The article describes the decision-making process that led to the introduction of a uniform, European-wide framework for digital COVID certificates. It proposes a comparison with the different situation in the US federal system and addresses some of the constitutional issues related to the use of the so-called green pass, both with regard to the protection of privacy and with regard to the use of this instrument by Member States.
