Cultural welfare arises from the collaborations between cultural activities and actions to promote individual and collective well-being. Cultural welfare is a form of "second welfare" that develops in the contexts of community living and sociability through collaboration between institutional actors, third sector organizations, private actors, and citizens. Among cultural institutions contributing to spreading cultural welfare, libraries are engaged in rethinking their offerings, gradually evolving into agencies to promote widespread and local social and cultural welfare. Cultural welfare thus becomes a response to social demands for access, inclusion, and participation expressed at the level of local communities through the redesign of spaces, the extension of cultural services, and engagement in the direct production of events, activities, and initiatives.
