The interest in PINQuA programs follows from their multifaceted nature, which combines a plan-and-reward- oriented approach with the potential power to multiply resources and relationships through complex projects. The Lombard experience deserves a specific in-depth study because of the originality and diversity of the programs submitted, in which experimental traits emerge alongside repetitive practices, and insights of institutional audacity mixed with rhetoric concerning urban regeneration. The result is an undoubted interest in the processes activated, not disconnected from the critical need to rethink centralized forms of promotion and measures to enhance local contributions.
