Law 227/21 initiates the most far-reaching disability reform in Italy, defining a historic turning point in culture, law, and practice. Within this framework, the Personalized Individual Life Project is constructed as a tool aimed at ensuring the full enjoyment of fundamental rights and freedoms. Starting from an analysis of the epistemological framework, this paper suggests the use of the CRPD relational definition of disability, and its connection to the conceptualization of citizenship, to identify the three socio-pedagogical conditions underlying the Project. It argues that a theoretical and operational framework that counters ableism in its many manifestations, a conception of self-determination based on agency, and a careful definition of the scope for the concept and models of Quality of Life constitute the elements capable of shaping the infrastructural, epistemological, value-based, and operational conditions that currently allow the Project to concretely develop as the powerful tool for emancipation required by the CRPD.
