This article examines Law No. 76/2025 through the lens of a dual understanding of the concept of “apparent law”, drawing on a sociological approach to law. The first dimension concerns the provision of the conditions necessary for the effective implementation of the legislative programme; the second relates to its capacity for social transformation, which depends on the persuasive communication of its objectives to the actors entrusted with their realization. The author argues that Law No. 76/2025 qualifies as an apparent law in both respects, though more markedly in the latter. However, the article cautions against dismissing it as ineffective, as the law retains significant disruptive potential. Such potential, moreover, may be productively redirected through a strategic and forwardlooking engagement by the trade union movement, capable of mobilizing the resources and motivations required for renewed collective action, including efforts to reach and involve new segments of the workforce.
