The author argues that the connection between migration and homelessness gives rise to further difficulties that people with a migrant background encounter in achieving adequate levels of economic autonomy, particularly in relation to issues connected with language, employment and bureaucratic barriers, which are exacerbated in cases where there are family and health problems. As shown by Istat surveys (2014), it seems rather easy for foreign citizens to slip into a situation of severe marginalisation. The data, in fact, paint a complex picture involving a large number of foreigners in precarious housing conditions or without stable and secure housing, who frequently move between various types of dormitories, reception facilities, shared accommodation for care and assistance reasons, or who live in makeshift accommodation without shelter that can be defined as a secure housing solution (Cortese, 2023). The paper will aim to present the results of exploratory research focusing on homeless foreigners, taken into care by services in the cities of Palermo and Turin, some of whom have embarked on a Housing First programme.
