This issue examines Mooca, a district of São Paulo undergoing intense urban transformation, as a laboratory to question the city’s planning policies. In 2023, a researchbydesign initiative was developed within the Politecnico di Milano’s PhD in Urban Planning, Design and Policy in collaboration with FAUUSP and local municipal technicians to analyse housing, environmental, productive, and heritage dynamics that challenge the Strategic Plan. Scenariobuilding made visible risks, con?icts, and opportunities for rethinking planning tools. The contributions address key issues for São Paulo’s urban agenda: verticalisation, social infrastructure, water management, urban villages, cultural heritage, and productive spaces, outlining challenges for policies aimed to govern ongoing change.
