This paper applies the Risk Governance Framework to coastal risk, emphasizing shared knowledge creation as a necessary step to inform decisions and overcome engineeringdriven approaches. The case of the Metropolitan City of Bari combines the analysis of planning tools with a participatory assessment of risk perceptions. Through Participatory System Dynamics Modelling, the study reveals critical issues and opportunities for adaptive governance, grounded in the strategic role of the intermediate scale and the active involvement of local stakeholders.
