This paper examines the contractual framework governing general practitioners (GPs) during and after the COVID-19 pandemic. Building on pre-existing systemic weaknesses – such as discontinuities in collective bargaining and the erosion of professional centrality – it analyzes the five National Collective Agreements (NCAs) signed between 2020 and 2025. The study highlights key innovations introduced by these agreements, including the strengthening of territorial organizational models, the establishment of a unified GP role, and enhanced integration with Community Health Centers. Attention is devoted to the debate surrounding the legal status of GPs, which has significantly influenced negotiation processes. An analysis of recent parliamentary and governmental initiatives highlights the absence of a comprehensive reform of the sector, which would require integrated, flexible, and multiprofessional organizational models to strengthen primary care.
Keywords: National Health Service (NHS); general practitioners; collective bargaining; legal status; networks; healthcare service integration.
