Within the welfare system, the difficulty of access to health care is one of the indicators of the emerging inequality present in the country: there is an increasing number of people who de-cide to go without treatment because of economic problems as well as many people who pre-fer to access private non-contracted healthcare services because the public NHS appears to be failing to meet the demand for health and care. The paper aims to analyze the instruments put in place by the Italian Regions to fight the growing inequality. These instruments are highlighted through the study of the Regional So-cial-Health Plans, the projects planned by the Regions to access the European Social Fund and the regional legislation. The nature of interventions, when aimed at social assistance, and public or supplementary health services are investigated. Attention is also paid to the prevention and quality of the services offered. The study also pro-vides an analysis and a comparison of the allocation of funds defined by each Region for the different missions of the Social-Health Plan.
