The perspective analysis of the Italian natural gas market, owing to the recent reforms imposed by E.U., and particularly by the process of implementing in our Country the Directive 98/30/EC, shows a true "Copernican revolution" compared to the picture of reference adopted until yesterday.

There has been in fact a change from the presence - along all the gas chain - of wide segments of exclusive rights, legal and/or de facto monopolies, special privileges and strong presence of direct public management, to the affirmation of the free market forces and economic competitiveness, even in the public services, as the new mechanisms of guarantee and guide in the freedom of choice on the side of the consumers.

All, moreover, without compromising the safety of supplies, and in a context of necessary reciprocity between the member States.

In order to better understand the effects of the passage from the ancient regime to the new liberalised model, in the context of a domestic market strongly characterised from the presence of a vertically integrated dominant operator, it has been analysed: the general structure of the gas demand and offer and their tendential projections; the technical, economic, normative and tariff structure of each stage of the gas chain; the role and the position of the industrial actors; the function of the Electricity and Gas Authority and of the Antitrust Authority; the problematical aspects and the obstacles to the competitive opening of the single markets of reference.

We hope that the present job can contribute to the spreading of a reform among the most advanced within the European panorama, rendering at the same available a possible model of reference for eventual next plans of liberalisation in the single States members of the E.U.
