A descriptive analysis of deliveries and induced abortions between 2000 and 2012 at San Camillo Forlanini Hospital in Rome has been performed. About 20% of deliveries and 50% of abortions concerned foreigners from countries at high migration levels. Comparing the characteristics between Italian and foreign women Authors point out a median age at first delivery higher for Italian women, even if recently both Italian and foreign women tend to have babies later. Caesarean sections are more frequent among Italian women. Deliveries among very young women are more common for foreigners and for less educated people. Different patterns seem to characterize induced abortions among Italian and foreign women. The former tend to be young and single the latter older and married. The results suggest the opportunity of carrying out educational intervention addressed especially to young foreign women.

Nonostante Roma non sia una città di frontiera, accoglie numerosi msna, principalmente provenienti dal Nord Africa, Ucraina e paesi subsahariani. La città dispone di centri di pronta e seconda accoglienza e promuove specifiche iniziative a sostegno dell’affidamento familiare di msna. I percorsi educativi proposti ai ragazzi si concentrano sull’apprendimento della lingua italiana e sulla formazione scolastica e professionale. La scolarizzazione permane, tuttavia, un punto critico a causa della carente formazione pregressa. La necessità di guadagno immediato, inoltre, spesso spinge i minori a lasciare i percorsi formativi per entrare nel mondo del lavoro o, in alcuni casi, in percorsi di devianza. La regolarizzazione amministrativa è un altro aspetto fondamentale del progetto migratorio, con permessi di soggiorno richiesti principalmente per minore età o affidamento. Tuttavia, la conversione del permesso di soggiorno al raggiungimento della maggiore età presenta sfide significative, soprattutto a causa della burocratizzazione dei processi. Diverse iniziative sono in atto per supportare i giovani adulti, inclusi progetti di semiautonomia e programmi di accompagnamento educativo.

Questo articolo individua alcune carenze nel ciclo di programmazione delle infrastrutture e delle opere pubbliche in Italia. I principali fattori di criticità risiedono nella sovrapposizione delle competenze e nella mancanza di coordinamento fra i diversi livelli di governo, nell’assenza di un chiaro quadro finanziario di riferimento e in meccanismi di finanziamento che inducono ad avviare troppe opere rispetto ai fondi disponibili. A ciò si aggiunge l’assenza di una cultura e prassi della valutazione e del monitoraggio, sia in corso d’opera sia ex post, sull’efficacia degli interventi.

In this paper some fondamental issues regarding the problem of the estimation of longitudinal household parameters for repeated surveys are studied. In the first part of the work, which is dedicated to the study of the definition of longitudinal household and longitudinal population of households, different continuity rules specifying if household j at time t + 1 is eligible to be the continuation of household i at time t are presented; furthermore, some definitions of longitudinal population of households are described. In the final part of the work, after having introduced a general definition of longitudinal parameter, some basic methods for the construction of unbiased estimators of the parameter of interest are described.
