an increase in consumer, family and community expectations of recovery from mental health problems have driven mental health and community services, policy makers and others with executive responsibility to question how responsive and adaptable they have become to these external expectations of recovery based services. Throughout the USA, Canada, Europe and the Pacific Rim there has been a great deal of talk about recovery [1], peer support and consumer/user leadership. Many countries are claiming that they are working in this new recovery framework are using peer support workers and are developing a consumer leadership with real power. In this paper I will argue that much of the supposed changes made by service systems are illusionary and that far from creating recovery based services, peer supports and a strong consumer leadership that many of the changes have strengthened the preservation of power in the hands of the mental health professional.
