The article explores the potentialities offered by landscape (considered in a social point of view the sensitive mediator between society and territory) as opportunity for participation and building of responsible and sustainable citizenship. After a detailed analysis of social dimension of landscape, taking into account the European Landscape Convention (Florence, 2000), the second part of the article deals with the policy framework of participation and the evolution of empowerment measurement tools calling for an improvement of decision making quality and social inclusion related to the relationships among communities and places. In the third part two typology of institutions for participation are analyzed: the Landscape Observatories and the networks of actors. The conclusions of the articles show how "making participation about the landscape" means a good opportunity for reconstructing and deepening sustainable citizenship starting from defining new rules of membership and responsibility related to community and place.
