The dynamics of migration has led to social changes that have affected the overall structure and organization of society. The real change was in the welfare system and, in particular, in health organizations and in social services. As the health system in modern societies is a leading expert system, in our contribution we will capture both the actors’ degree of openness with one another, and the strategies implemented in the care relationship. Health systems in the presence of immigrants require strong innovation in procedures, operational practices and ways of interaction. Building on the analysis of case studies, in our paper we shall point out how the presence of immigrants accessing health resources is an issue that jointly involves social and health policies; moreover, it is an opportunity to revamp organizations involved in care. The presence of migrants can be an opportunity for the service system, which might learn new procedures, relational styles, forms of interorganizational cooperation and also experiment on organizational innovation.
